حماية المال العام مسؤولية مشتركة تقع على عاتق جميع أفراد المجتمع، وتستند إلى حس المواطنة والثقافة الرقابية التي تشجع الإبلاغ عن أي مخالفات فساد مالي أو إداري قد تلحق بالأموال والموارد العامة ليس فقط للتحقيق فيها، بل ولمنع حدوثها. ويكفل جهاز أبوظبي للمحاسبة الحماية والخصوصية للشهود والمبلغين بموجب قانون إعادة تنظيم الجهاز رقم (19) لعام 2020، حيث يعمل مع الجهات والسلطات المختصة لتحقيق ذلك.

إذا شهدت احتيالاً، أو مخالفة، أو أي حالة من حالات الفساد في مكان العمل، فمن الضروري الإبلاغ عنها. مع العلم أن جهاز أبوظبي للمحاسبة يكفل الحماية للشهود والمبلغين بموجب قانون إعادة تنظيم الجهاز رقم (19) لعام 2020.

نرجو التحقق من دقة المعلومات قبل تقديمها. ونحن على ثقة تامة بأن جميع التقارير ستكون حيادية وبعيدة كل البعد عن التحيز الشخصي أو قصد الإساءة.

ما هي منصة الإبلاغ عن المخالفات (واجب)، وما هي خطوات تقديم البلاغ؟

  • منصة رقمية آمنة تسمح للأفراد بالإبلاغ عن مخالفات الفساد الإداري والمالي في الجهات الخاضعة لرقابة الجهاز.
  • تُرفع المعلومات على المنصة بسرية تامة، لتتم مراجعتها ومن ثم التواصل معكم للحصول على المزيد من التفاصيل.
  • يُطلب منكم تقديم معلوماتكم الشخصية وتأكيد الهوية عن طريق إدخال رمز التعريف السري الذي يرسَل إلى رقم الهاتف المسجل.
  • بمجرد التحقق من الهوية، يكون عليكم الإجابة عن عدد من الأسئلة لإتمام البلاغ، ليقوم النظام بتسجيل المعلومات المدخَلة.
  • يرجى تزويدنا بأكبر قدر من المعلومات. تضم الاستمارة عدة أسئلة إلزامية، لكن كلما زادت التفاصيل، كلما ساعدنا ذلك على إتمام عملية المراجعة والتقييم بنجاح.

ما مدى سرية المعلومات؟

  • يتم التعامل مع المعلومات التي تقدموها بسرية تامة، مع حماية تامة لخصوصيتكم.
  • نجري مراجعة للمعلومات المُقدمة، وننظر في تحديد أنسب مسار للعمل. وهذا ينطبق على كل البلاغات الواردة.
  • قد لا يقوم جهاز أبوظبي للمحاسبة بالتحقيق في حال كانت المعلومات أو الأدلة الواردة غير كافية لدعم البلاغ.

ما الحالات التي يمكن الإبلاغ عنها عن طريق واجب؟

تؤخذ جميع البلاغات عن مخالفات الفساد المالي والإداري المشتبه بها على محمل الجد. نورد أدناه أمثلة عن الحالات التي ينبغي إبلاغ الجهاز عنها:

  • إساءة استخدام السلطة
  • تضارب المصالح
  • تبذير الأموال العامة
  • الاعتداء على أموال وممتلكات الجهات الخاضعة
  • التلاعب في مشتريات الجهة الخاضعة
  • الإهمال أو التقصير الذي يترتب عليه مباشرةً ضرراً مالياً للإمارة
  • التلاعب بالبيانات المالية للحكومة أو الجهة الخاضعة
  • القيام بأي فعل يؤثر على سمعة الإمارة المالية
  • إفشاء الأسرار الرسمية المالية للجهة الخاضعة وللإمارة
  • أي مخالفة فساد مالي أو إداري أخرى

ما الحالات التي لا يمكن الإبلاغ عنها عن طريق واجب؟

  • شكاوى خدمة العملاء
  • النزاعات بين الموردين والمتعهدين
  • النزاعات المدنية بين الأفراد والشركات الخاصة
  • الشكاوى الإدارية وتلك المتعلقة بالموارد البشرية (مثل الترقيات، إنهاء الخدمة وغيرها)
  • الشكاوى المتعلقة بمستوى الخدمات الحكومية

Safeguarding public funds is a shared responsibility with citizens and residents. When acts of administrative or financial misconduct occur, accountable citizenship means that it is up to all of us to ensure these behaviors are investigated and stopped.

If you suspect or witness an incident of fraud, misconduct, or corruption, we count on you to speak up and report it.

In line with Law No 19 of 2020, we can guarantee the privacy and protection of informants and witnesses and we are working together with respective specialized entities to do so.

We trust you will use due diligence prior to registering them and that your report is free of personal bias and ill purpose.

Please rest assured that all reports, whether through the Violation Reporting Platform (Wajib) or any of our other communication channels, are treated with absolute confidentiality and competence.

What is the Violation Reporting Platform (Wajib) and what can I expect?

  • Wajib is a safe and secure online channel that allows individuals to confidentially report incidents of administrative or financial misconduct within mandated Abu Dhabi entities.
  • The platform will confidentially register the information you share and will be subject to internal assessment and a follow-up call to gather more details.
  • You will be asked to register your personal details and verify your identity by inputting a one-time password (OTP) which will be sent to your mobile number.
  • Once your identity is confirmed, you must answer questions to identify what has happened and record these details.
  • Please fill in as much of the form as possible. There are several mandatory questions which we ask and the more details you provide, the more this helps our assessment process.
  • Following the submission of your report, we may contact you to request further information or ask for clarifications on what has been submitted.

What happens to the information I share?

  • Your information will be treated confidential, and your privacy is protected.
  • For each report received, we will conduct a review of the information provided and consider the most appropriate course of action.
  • In some cases, it may not always be appropriate for ADAA to investigate, if there is little information or evidence to support the allegations made.

What types of activities can be reported through Wajib?

We take all reports of suspected administrative and financial misconduct seriously. Some examples of the types of activities that should be reported to ADAA include:

  • Abuse of power
  • Conflict of interest
  • Waste of public funds
  • Misappropriation of funds or property of subject entities
  • Manipulation of the subject entity’s procurement processes
  • Negligence or dereliction of duty that results in financial loss to the Emirate
  • Manipulation of financial statements
  • Actions that affect the Emirate's financial goodwill
  • Unauthorized disclosure of official financial secrets of subject entities or the Emirate
  • Any other financial or administrative corruption violation(s)

What types of activities should not be reported through Wajib?

  • Customer service complaints
  • Supplier and contractor disputes
  • Civil disputes between private individuals and companies
  • Administrative and HR related grievances of employees (promotion, termination, etc)
  • Government services performance complaints
